About PULSE

The collective voice of Luxembourg’s startup founders.

PULSE is the independent association for startups and scaleups in the Grand Duchy, the essential link between founders, investors, advisors, and policymakers.

Our founding story

PULSE didn’t start with a name. It started with a conviction: that Luxembourg’s founders deserved a seat at the table.

In 2022, a group of Luxembourg-based founders came together under the name startups.lu, recognising that the ecosystem had world-class financial infrastructure and ambitious government programmes, but no single, credible voice representing the people actually building companies. That had to change.

At a summer gathering on POST Luxembourg’s rooftop, with ministers and the Grand Duke Héritier present, the association was reborn as PULSE: Powering a Unified Luxembourg Startup Ecosystem. From founders, for founders.

Since then, PULSE has grown into a strong community across fintech, healthtech, govtech, deep tech, and beyond, engaging with ministries, EU bodies, and European coalitions to advance the conditions Luxembourg’s founders need to build, hire, raise, and scale.

PULSE at a glance

  1. 2022

    Founded as startups.lu

    A group of Luxembourg founders creates the first independent collective for startups and scaleups in the Grand Duchy. No gatekeeping. No hidden agenda. Built by founders, for founders.

  2. 2023

    Rebranded as PULSE

    The association relaunches with a new name, a new manifesto, and a founding board of active founders committed to shaping the ecosystem from the inside.

  3. 2024

    Advisor Program launched

    45 founders and experts join the program, offering 1:1 sessions on fundraising, hiring, legal, and GTM. Concrete support for members at every stage of their journey.

  4. 2025

    A policy win for founders

    After years of public affairs engagement, Luxembourg parliament votes to introduce a 20% tax credit for individual investors backing early-stage startups, a measure PULSE actively championed. More private capital flowing into Luxembourg founders, starting 2026.

  5. 2026

    371+ strong community

    PULSE represents roughly 57% of Luxembourg's active startups, the largest independent founder collective in the Grand Duchy.

Governance

Board of Directors

PULSE is governed by an elected board of member-company representatives. Board members serve two-year terms.
